Do You Know Your Sanggu?
Sasha D. Lim Uy | Posted on January 31, 2008The Sanggunian ng mga Mag-aaral is the student government of the Loyola Schools. The Sanggu is composed of the following clusters:
- The Central Board
- The School Boards
- The Sectoral Councils
- The Sanggunian’s Special Units
Students only elect officers for the Central Board and the School Boards.
The Central Board governs the Loyola Schools studentry as a whole. Creating policies and programs, the Central Board is composed of the Top Four officers, central board representatives (one for each school and year level), and sectoral representatives.
Each School Board, on the other hand, is in charge of an individual school’s policies and programs. Each Loyola School has its own School Board.
MEMBERS OF THE CENTRAL BOARD
- The President is the Sanggu’s chairperson and chief executive officer. He or she is also the official representative of the studentry, overseeing its affairs. The President’s functions include:
- implementing the Constitution and its By-laws
- presiding over the Central Board meetings
- coordinating with the School Boards
- submitting a monthly report to the studentry regarding the latest developments in the Sanggu
- The Vice President automatically assumes presidency when the President is absent or the position is permanently vacated. The Vice President’s functions include:
- creating additional units needed to perform specific functions
- performing functions that the Board and President may request
- The Secretary-General is the chief administrative officer of the Sanggu and is the official custodian of its documents. The Secretary-General’s functions include:
- managing the administrative affairs of the Sanggu
- handling promotions of Sanggu’s projects
- preparing agenda for meetings
- advising the President on matters regarding administration
- The Finance Officer is the ex-officio chairperson of the Sanggu’s Budget Committee. He or she is also the Sanggu’s principal budgetary officer. The Finance Officer’s functions include:
- preparing the semestral budget for the Sanggu
- filing and recording Sanggu expenditures
- disbursing the Sanggu’s funds with the approval and direction of the Board
- preparing the semestral financial statement that the Sanggu distributes to the studentry regarding expenditures
- The Central Board Representatives (one for each school and year level) are the elected representatives of their respective schools in their year levels. Each represents students belonging in his or her school and year level. A Central Board Representative’s functions include:
- linking the course representatives and block representatives to the Central Board
- performing other functions that the Central Board may direct
- The Sectoral Representatives are the highest ranking elected officers in the sectoral councils. A Sectoral Representative’s functions include:
- representing everyone under his or her sector
- linking his or her constituents to the Sanggunian
MEMBERS OF THE SCHOOL BOARD
- The Chairperson is the chief executive officer of the School Board and is also its official spokesperson. The Chairperson’s functions include:
- coordinating with the Central Board
- maintaining the autonomy of the School Board
- heading School Board meetings
- performing other functions that the Executive Committee will direct
- The Secretary-Treasurer automatically assumes chairpersonship when the Chairperson is absent or the position is permanently vacated. As the chief administrative officer of the School Board, his or her functions include:
documenting meetings and programs of the School Board
serving as the School Board’s budget officer and disburser of funds - An Executive Officer represents his or her constituents in the Executive Committee. His or her functions include:
- developing projects and programs concerning their school-level
- performing other functions that the School Board requests
- Block and Course Representatives link their constituents’ concerns to the Sanggu. Their functions include:
- serving as the consultative arm of the Central Board Representatives and School Board
- serving as the communication and mobilization arm of the Executive Officers
- performing other functions that the School Board requests
